The Omni Empire has a complex set of branches and sub-branches. The main branch is the imperial government, which includes the provincial government, the multiversal colonial government, and the military as sub-branches. The imperial government is comprised of three units - the imperial senate, the imperial judiciary, and the four houses. Historically, the government as a whole established control via inheritance of the Shattered Trinity, but expanded with warfare and colonization. Each branch, unit, sub-branch, and sub-unit is managed by the imperial government, headed by emperor Omniwraith. The emperor and the imperial senate often clash with each other, having disputes over scope of power. Several times in the Omni Empire's history, Omniwraith had established martial law, creating a military enforcer branch of the military. However, this branch was limited in scope and was disbanded as many times as it was created. The four houses of the imperial government are comprised of noble councils, headed by a patriarch or matriarch, and these houses have special seats on the imperial senate, having a status that gave them more say than the other senators, but less say than the emperor. The provincial government oversees the five provinces of the Holy Matrix, keeping order and managing the relationship between the governors and the imperial government. On the same level, the multiversal colonial government oversees colonial operations in other planes in the [[Higher Multiverse]]. The Omni Empire is the sovereign government of the Holy Matrix. It was created in 300,000,000,000 BI by the Shattered Trinity. It is ruled by Omniwraith, its immortal emperor.

As the Holy Matrix became impure and vulnerable, the Shattered Trinity decided that it needed a faction to defend it. Asanja gave birth to the populace of Xenans and Zikmin, and gave them the tools necessary to build the civilization's infrastructure. Molraithus created the Wraiths. Wrasath created a military and defense force and its associated infrastructure.

The empire was flourishing at this time. [1] The military was at its highest peak, and multiple invasions had been stopped. The Astral Academy reached its highest enrollment in centuries, and the rate of graduating Grandmasters doubled from the last decade. All seemed to be well for the citizens of the Omni Empire. However, the Dark Ones was founded by Zhraine Conquator. The Xenan noble had faked his own death, having the House Omni believe he was dead. In truth, he would found his cult and conspire with the Void Imps to topple the Omni Empire.
