I feel like this policy is a bit outdated... The User Rights Policy doesn't even seem like it should be a policy, as it isn't a set of rules, because user rights are pretty much a fundamental on wikis. Additionally, I notice that the policy has two duplicate pages, [[Help:User group rights|one being a Help page]] and the [[PikminFanon:User Rights Requests|other being a nomination page]]. I think it'd be best to merge these into one page, with a nominations subpage and individual user access pages. Comments are welcome. {{User:PikFan23/sig2}}
