This is another Cannon Beetle variant. This is a rather tricky foe if you don't know what you're doing.
Appearance
It's just another Armored Cannon Beetle recolor. Only the eyes have changed.
Strategy
Since it uses water, use Blue Pikmin to deal with this foe. You know how to fight it- just throw Pikmin in it's top blowhole. After that, just attack it's exposed back. Just be wary of all the water drops that fly everywhere.
