The Communication Device is a treasure in Pikmin: The After Years and is held by a Giant Breadbug on the final floor of the Beginner's Cave. It is actually a cellphone. Collecting it will grant access to the Treasure Gauge, a helpful upgrade that allows leaders to more easily find treasures.
